YOUR PROJECT ASSIGNMENT

TEICON ENGINEERING is currently hiring an experienced HSE Manager for a large-scale industrial process plant construction project in the Beaumont–Port Arthur metropolitan area. The successful candidate will lead and coordinate site HSE activities throughout the active construction phase and ensure compliance with project-specific, client, and regulatory requirements.

  • Project Location: Beaumont–Port Arthur metropolitan area, Texas
  • Start Date: As soon as possible, but no later than October 1, 2026
  • Contract Type: Fixed-term employment or independent contractor (1099)
  • Duration: Through December 31, 2026, with the option to extend
  • Working Hours: 50 hours per week on site, with an optional six-hour Saturday shift when required
  • Site Allowance for Non-Local Personnel: USD 191 per calendar day spent on site during the first 90 days and USD 162.35 per calendar day spent on site from the 91st day through completion of the assignment

YOUR RESPONSIBILITIES

  • Implement, maintain, and monitor the project-specific HSE management system, HSE plans, procedures, and safe work practices throughout construction, pre-commissioning, and commissioning.
  • Provide field-based HSE supervision and advise site management, contractors, subcontractors, and their HSE personnel on all health, safety, and environmental matters.
  • Conduct regular site inspections, safety walks, and field observations; identify unsafe acts and conditions and ensure that corrective actions are implemented and documented.
  • Coordinate and deliver HSE inductions, toolbox talks, task-specific training, and other safety training for employees and contractor personnel, including the preparation and maintenance of training materials and records.
  • Review contractor HSE documentation, including HSE plans, risk assessments, job safety analyses, method statements, and supporting permit-to-work documentation.
  • Monitor compliance with applicable regulations, project requirements, work permits, personal protective equipment requirements, and established protective measures.
  • Coordinate the reporting, investigation, documentation, and follow-up of incidents, near misses, unsafe practices, and hazardous conditions.
  • Compile HSE statistics and performance data and provide structured reports on incidents, risks, contractor performance, corrective actions, and areas requiring management attention.
  • Participate in site meetings, contractor coordination meetings, audits, and inspections, while ensuring that all HSE documentation and records are accurate, traceable, and properly maintained.

YOUR PROFILE

  • You have completed a degree or professional qualification in Occupational Health and Safety, Environmental Management, Engineering, Construction Management, or a comparable discipline, or possess an equivalent qualification gained through extensive industrial site experience.
  • You have several years of proven experience as an HSE Manager, Site HSE Manager, HSE Supervisor, or in a comparable position on industrial plant construction, petrochemical, refinery, energy, or other heavy industrial projects.
  • You have strong experience in HSE training, field supervision, contractor oversight, and HSE administration.
  • You have sound knowledge of construction-site hazards, risk assessments, job safety analyses, permit-to-work systems, incident investigations, inspections, audits, and corrective-action management.
  • You are experienced in implementing and monitoring project-specific HSE management systems and ensuring compliance across multiple contractors and work areas.
  • You are confident in leading multicultural teams, addressing unsafe behavior, and communicating HSE expectations clearly and consistently at all organizational levels.
  • You have strong organizational and documentation skills and are able to prepare professional reports, statistics, training records, and compliance documentation.
  • You are familiar with applicable U.S. occupational safety requirements and recognized HSE standards for industrial construction projects.
  • You are fully bilingual in English and Spanish. This is a mandatory requirement.
  • You are willing and able to work on site for the full assignment period, including extended hours and optional Saturday work when required.
